Aberdeen Water Scheme. Am satisfied as to engineering aspects of the
scheme and Director of Public Works does not require assistance but
am in some doubt as to whether the cost will not be seriously inercased
●wing to under-estimating of the cost of resumpti-on of the paper mills.
In accordance with Clementi's promise (see Hansard 1926 page 92) Aberdee
Scheme was placed before the Public Works Committee of the Legislative
Council which includes all inofficial Members. After full discussion
at two meetings at the second of which all members except Chow who is
absent from the Colony were present Unofficial Members unanimously
sävised in favour of immediate completion of the first section of
bingmun Scheme including cross-harbour pipes as proposed by the
Public Works Department to be followed by second Section of Shingmun.

with the Aberdeen Scheme. Rest would postpone Aberdeen for the
esent. First Section of Sing Shingaun was approved by your telegram
of 29th May 1924 and is in process of completion except for pipe line
across the harbour and Garden Reservoir in Hong Kong. Second section
has not yet received your approval see Governor's despatch of 2nd
September 1924 No.344. The design of the pipe line across the harbour
has been the subject of discussion in 1925 with the Crown Agents see
Crown Agents' letter of the 27th October 1925 No.540/Z/Hong Kong 3621
to the Colonial Secretary and a decision has not been reached owing to
Clementi's decision not to proceed with this portion of the work (see
his despatch of 20th September 1926 No.399 paragraph 3). Chementi
strongly favoured the Aberdeen Scheme but it seems clear that the Scheme
could only be carried in the Legislative Council at the present time by
Official Vote in the face of unanimous unofficial opposition.
